Hard to say: With so little detail about the issue provided it is hard to suggest any therapy. The causes range from headlice to dandruff to fungus to retained shampoo irritation. You are welcome to start over & provide more detail.

Agree: I agree with the previous answer -- no way to get more specific than that without more information. I'd suggest examining her scalp carefully for any head lice or "nits" (eggs) ... but you will probably need a proper examination by your pediatrician or a dermatologist to know for sure what is going on.
