Basics: Your brain makes that determination over time. In general, it uses input from both eyes for depth perception/distance. When/if one eye's image is poor, it may choose to turn off the weak image. When the poor image is improved with lenses to the point it is near that of the stronger eye it may retain usable vision. What is likely in your case is best determined by your eye doc.
