See a Nephrologist: Your serum creatinine is mildly elevated but your GFR is quite low. Since you don't have proteinuria, I can't attribute your abnormal kidney function to diabetic glomerulosclerosis, but I question whether it's due to antihypertensive medications like ACE inhibitor and a diuretic or from other bilateral kidney pathology like renal vascular disease or chronic renal inflammation. See a nephrologist.
