The eGFR is calculated from your serum creatinine, age & gender so your serum creatinine might be in the normal range but it does NOT mean normal and that's why your GFR was less than 60 at times, i.e. ABNORMAL. However, if the GFR has not declined by time, only fluctuating around 60 cc/min. & urinalysis + US are fine, you should not worry much and your family doctor is probably correct.

If your gfr has remained stable for 6 or more years, that is a good sign. The edema needs to be evaluated and your doctor should at least test your urine for proteinuria. I would recommend consulting a nephrologist to make sure a treatable issue is not being missed. It is not feasible to provide a more meaningful opinion without examining you, Wish you good health!
