Probably: The usual request is for them to be brought in from sticking out, but a skilled ENT or Plastic surgeon can likely make this change possible. I would consult with one or more to see if they would do the procedure. Such cosmetic procedures are rarely covered by insurers so expect to pay out of pocket for any such work.

Why?: Why do you want your ears to stick out? You need to consult a psychiatrist to analyze you motivation for such a surgery. You are likely to be just as dissatisfied with your appearance after surgery as you are now. The position of your ears is not driving your happiness. Wish you good health!
