Hi doctors! this may be for a new york city doctor-when mayor diblasio gives the "daily indicators" of covid that the percentage of people testing positive is, say 2 percent or 3 percent, where does that percent come from? 2 or 3% of what/from where?

Daily positivity: The daily positivity is the percentage of tests performed in NYC which are positive for that day.This refers to the positive tests reported that day,which does not mean that the person tested is positive on the day reported,as it can take 2-8 days for the test results to come back and be reported.That is why it is best to use a 3-7 day average when looking at incidence rather than a daily spot.
