Hi doctors. we get daily statistics about covid. one statistic is the percentage of people testing positive..if the percent is 2 or 3 percent, 2 or 3 percent of what? also if it remains below a certain percent,can you visit and not need to wear masks

Positive Tests: If the study states that 2 to 3 percent of those tested are positive, then 2 to 3 percent of the pool of people that got tested are positive. A larger pool begins to represent a better snapshot of the general population. Wear a mask regardless of the percentages... although it may be uncomfortable, a hospitalization with a ventilator is 1000x more uncomfortable.
