Can't say: The lesion on your neck will need to be visualized and a history obtained to determine what it is. Skin biopsy is sometimes necessary.

Non healing ulcer: Non healing ulcers have to be addressed timely and treatment instituted. A local exam including inflamed regional lymph nodes will be needed and possible testing such as cultures or a biopsy. Best to start with your doc who will be able to further coordinate.
