I was at the barbers and the barber cut my neck.the blade was new but he dusted of the access hairs with a brush and went over my cut,he applied aftershave but is there still any risk of infection or disease from possible bacteria on the brush?

It is still possible: Yes, it is still possible to get an infection from a new blade. I would just keep the cut clean and watch for any signs of infection such as: redness, pain, or swelling. If this happens, it is best to have it looked by a physician.
