Cloth masks: Medical grade masks are overall superior as far as protection. Cloth masks are effective in preventing you from spreading droplets to others but not as protective for inhaling particles.

Both equally good: Surgical masks and other facial coverings are not intended to protect the wearer. Their main purpose is to prevent transmission of coronavirus to others, in case the wearer is infected. For this purpose, surgical and cloth masks probably are equally effective. "PPE" says nothing about level of protection. High filtration masks (e.g. N95) not important or recommended except by some HCPs.
