Neuroma: The numbness in your 2nd and 3rd toes can be a neuroma, or inflamed nerve that's between the 2nd and 3rd toes or the 2nd interspace. It's from trauma to your foot by kicking an object or dropping something heavy on your foot. It can be from wearing tight narrow shoes for a long period. The nerve got irritated and is now inflamed. You need to wear wider thick-soled shoes. Wear orthotics. Ice helps.

Deaf toes : Perhaps you are referring to numbness in your toes. There are at least 10 common reasons why numbness can occur in the toes. Diabetes, alcoholism, and spinal radiculopathy are probably the most common. Consult with your podiatrist who can help you determine what type of neuropathy you are experiencing in your toes. When you determine the cause you can sometimes determine the solution.
