Some thoughts: The AAP recommends BM or formula until 1 year. That evolved over decades from 6 mo. The basic caution I have with cow milk is it is designed for calves, not humans & excess can cause microscopic bleeding in the infant gut (causes anemia). If limited to 24 oz/day and the kid takes a broad range of solid foods I don't see a need to wait.
