Hard to tell: Dark splotchy marks on the legs can be caused by a simple situation such as having a hot laptop on your lap, or sitting too close to a heater for a long time, but they may also be caused by more serious conditions such as venous stasis or purpura. It is important that a doctor see the marks, either in person or online via pictures, to determine the severity, extent and color relative to your skin
