Plain soap and water: Plain soap and water works fine. One can then use his usual moisturizing creams. Haven't seen a hand sanitizer that helps people with their eczema rashes. Very occasional use of hand sanitizer on eczema-prone hands is ok if there is no place to wash hands. Life is about balance, so each person has to decide how much to wash his hands without overdoing it. Too much hand-washing damages the skin.
