My state's governor and my city's mayor have announced the reopening of businesses in the next week even though we haven't had the recommended 14 days downward trend in covid cases/deaths. is a large spike in covid cases now likely because of that?

Possible: Remember that what is followed is not the number of cases but the ratio of positive cases on overall tests and that is the trend they are looking at and that is not reported to the public most of the time. If people continue on respecting rules of social distancing it is not likely that will see a spike in cases.
