Yes: If your water breaks before 37 weeks than technically that is premature rupture of membranes. Prolonged means that it has been over 24 hours since labor has started. If someone breaks their water after 34 weeks it is safer to deliver the baby, meaning induce labor in order to avoid the baby getting an infection.

Yes: Rupturing of the membranes is a natural part of the birthing process that can be done by a doctor or can occur spontaneously. The risks are infectious as bacteria can ascend and infect the membranes, uterus, and even your baby. Prolonged rupture means greater than 18 hrs and premature rupture means prior to onset of labor. The infection risks increase as the length of ruptured time increases.
