I have a slight cough, fatigue, inner ear pain, achey back, some congestion but no fever. could i have covid 19 or just a cold?

Likely a cold: Those with shortness of breath or difficulty breathing in in the subgroup where covid-19 testing is needed. Those if positive would need hospital care. Minor symptoms like those listed could be covid in some, but going for a test may be risky & take up resources needed for others. Contact your doc if problems persist or worsen.
