Maybe/not: At 38 C I would consider it as little chance for a true problem infection. I would not consider it enough to need any treatment at all as most minor fever increases circulation & allows natural healing factors to reach the problem/fix it quicker. If the kid develops ear pain, a 39 C fever I would consider it more likely to be an ear infection or other issue needing treatment.
