No: Public water fountains or bubblers are notorious for spreading germs. The press bar or button is rarely if ever cleaned, and the backwash from a person drinking can contaminate the head where the water comes out. I would avoid using public water fountains, and bring your own bottle. Touchless water bottle fillers on the other hand can be safe if no one has touched the outflow spigot.
