Can i take ibuprofen or naproxen when im taking 40mg of citalopram a day?

Use w/ some caution: Both citalopram and the anti-inflammatory drugs you listed (ibuprofen, naproxen) are associated with an increase in bleeding risk. A person taking a couple doses of the anti-inflammatory usually has nothing to worry about if they have no history of bleeding. Otherwise, it’s best to let your doctor weigh in. If self-treating pain (headaches, aches) or mild fever, paracetamol may be a better bet.

Drug interactions.: If elderly with renal or liver issues, you could increase risk for bleeding. Risk would normally be small.
