Yes and no: Deep venous thrombosis (DVT) refers to any clot found within the deep veins. These clots can fill the entire cross-sectional area of the vein (i.e., the lumen of the vein), thus being "completely occlusive" or they can fill only a part of the lumen, what we call "non-occlusive" or "partially occlusive." non-occlusive thrombus can occur anywhere, not just veins, but arteries too.

Dvt: The clot could be occlusive meaning blocking blood flow or non occlusive not filling up blood vessel and blood can go by. It is a deep vein thrombus if it is in one if the deep veins ie iliac or femoral vein. Occlusive or non occlusive could be dvt.
