Since it's not possible to know who around us has covid coronavirus, should students who are sneezing or coughing be stopped from going to classes?

"sky is falling"....: At present (2/12/20) there are a limited number of USA patients with this virus, 13 as of last count, all traceable to China travel. At present you are more at risk of death or infection from the common flu strains than this virus. The talking heads on TV like to fan the flames of worry but this is likely to blow over in the next 2-3 wks. Avoid people if you wish.
