No: You can only get diabetic retinopathy if you have diabetes.

You are not at risk.: Since you are healthy and do not have (and i assume never had) diabetes, then you will not develop diabetic retinopathy. Diabetic retinopathy results in leakage and bleeding from retinal blood vessels from years of high blood sugars. Without proper treatment, this can lead to visual impairment.
