Sometimes: Doctors may recommend talk therapy with or without psychiatric medications (such as meds to treat anxiety or depression) after they have seen the patient in-person a time or two or three. An anxious person should be able to visit her primary care doctor's office to get an evaluation started. Some basic blood tests may be ordered. Referral to psychology or psychiatry is done if needed.

Likely not panic dis: Normally a Panic attack peaks in severity with in a few minutes, but anxiety can certainly be persistent. Definitely worth further eval, Start with PCP as there are medical causes that can be treated or ruled out. Working with a counselor can make a big difference and if need be there are good medication choices to treat anxiety as well. Best wishes
