It's simple math: For example, June 15 plus or minus ten days means that June 15 does not really mean June 15, but actually means June 15 minus ten days, all the way up to June 15 plus ten days. It means that June 15 really means "anytime from June 5 through June 25." Similarly with a 14 day range.
