Urgent care exam: I fully appreciate your desire to help your 1 year old child at home but the signs and symptoms you describe could be life threatening in such a young child so I suggest you immediately take your child to an Emergency Room or Urgent Care clinic for an exam. In the meantime try to keep your child properly hydrated. The sooner your child is properly diagnosed & treated the better!
