What could be the reasons for high risk hpv strains to resurface?

A doctor has provided 1 answer

Define "resurface" : The primary infection of HPV strains are generally cleared by the normal immune system within 2-3 years. They rarely resume a contagious active status have that potential. The cancer associated with risk strains can surface years or decades later in a subset of patients due to long term local effect on the tissues involved with that primary infection. This is a complex cellular issue.
