Old vs. new issues: Blood in the stool, trouble pooping, an anal lump, etc..., needs to be evaluated by a primary care doctor or a gastrointestinal specialist. The cause can be a hemorrhoid, an anal fissure, an infection, etc... Cancer is a possibility but uncommon in one's 30's. If the stool is mostly bloody stuff or if fresh blood keeps coming, one can call 911 to go to the ER because ongoing bleeding is serious.

Blood.: Most rectal bleeding is from benign source from either a hemorrhoid or rectal fissure. However, causes for rectal bleeding can be from infection such as colitis, proctitis or diverticulosis. These sources of bleeding are usually associated with bright red blood. If blood is dark or even black then the source is usually higher in the GI tract like the stomach.
