Hard to guess: Unable to pee means various things to different people. In a college-aged person, one cause is medication (some medications make it hard to pee even when the bladder is full). If some meds can have that effect, probably some illicit drugs can do it too. One's doctor will also check for any swelling, infection, or obstruction to peeing. Hopefully the neurological function in the whole body is fine.

Urine retention: Please see doc to rule out or identify physical causes such as infection. If nothing is found, you may have a condition called "shy bladder" or "bashful bladder," more formally called Paruresis. A clinical psychologist familiar w/this can help. It's as form of social phobia. Clinical hypnosis is one tool that can be used (asch.net). Peace and good health.
