No: A person can have diabetes and not be obese nor overweight. Diabetes is determined by how one's body uses insulin and handles blood sugar. BMI is an approximation of body fatness and only uses Weight and Height in its calculation... and remember, BMI is an estimate. That said, most adults who have achieved a high BMI (and are not super muscular) have also done the things that lead to diabetes.
