Tumor: A brain tumor is protected by the skull and wouldn't be tender to the touch. Your symptom is highly suggestive of a pinched occipital nerve which exits the neck at the base of the skull and travels up the scalp, behind the ear and toward the temple. Consult a neurologist and appropriate testing and treatment will be obtained.
