Subcortical : https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4917173/ From an article from PLOS one a study from 2016 studied subcortical white matter as it relates to aging. The signal is a sign of demylination which we all develop over time. Conditions can cause this, but we all get it to a degree.
