Went to urgent care and they told me i had an ear infection. now i have a small amount of blood in ear. does this mean eardrum ruptured?

It is possible that there was a rupture which usually will heal with time and antibiotic treatment. Watch for recurrence, ear pain and fever. Please follow up with your PCP.

It is not uncommon for the device inserted in the canal to examine the eardrum to scratch the canal & trigger some bleeding. Ear drums do rupture but often very early in the process, with infection producing pain that peaks & then subsides when the rupture releases the pressure. The only way to know for sure is to look at the canal & drum again.
