I have persistent (> 4 weeks now) throat/upper bronchial phlegm (white not yellow)'; my airway often feels constricted & audibly wheezy. is this possible a low-grade infection, or perhaps an allergy?

Both possible : Please have an evaluation. A fever if present suggests an infection. You may need an inhaler and steroids for acute wheezing. Sometimes after an infection, there is inflammation which lingers and which can be associated with wheezing.
