Only infected ones: Of course not all used syringes contain HIV, only those used by HIV infected persons and not cleaned or disinfected afterward. The main HIV blood tests in common use, the antigen-antibody (AgAb, "duo", "4th generation") are positive around 90% of the time 3 weeks after exposure and detect 98-99% of infections at 4 weeks. Six weeks is necessary for 100% conclusive results.
