If someone has pcos does that mean that its their fault that they have it? or is it completely out of their control? like did they do something and form bad health habits that made them have it? or can you get it no matter your health background?

Waiting to discover: Many women have PCOS. We are waiting for someone or a research team to discover the actual cause or causes of PCOS. Current thought is that the cause is genetic and not under a person's control... but life is never that simple. Maybe getting one's insulin and other hormones as balanced as possible can help. That means minimizing sugars and carbs, and it means exercising and keeping a lower weight.
