I would not: Nasal congestion at that age is aggravated by the smaller size of the nasal passages which make any swelling/drainage block things easier. I find ANY FUME/ODOR producing agent will act as a nasal irritant & worsen things. I never suggest these things before school age, when the nasal passages are big enough to avoid this effect. Clean out the nose with saline wash & use water in the humidifier.
