Urethritis? UTI?: You keep asking questions hoping for answers on this forum. That is not possible. You need in person evaluation by an expert. Absence of WBC on urethral swab and first void urine defiitely rule out urethritis. But not necessarily a non-STD urinary tract infection. Keep working with your doctor(s), but do not expect any useful help on this forum.
