Too vague to answer: Feet naturally wrinkle when they are moist. This would happen during swimming or bathing. If this is/was something else your description is too vague to suggest any skin condition. A visual exam in the office would be required to sort this out. This site does not allow us to see pictures so either ignore it or have it looked at.
