Small infants have small nasal passages & these react to irritants in the air with mucus flow/congestion. Removing fumes/smoke/dust/etc. is helpful in the long run. In the short term a vigorous nasal cleansing with nasal saline is the best you can do to open these airways. The kids don't like it during the process but often begin to breathe better immediately after & fall asleep.
