Wart?: If a recent (under 1-2 weeks) wound or infection (e.g. folliculitis) and the lesion is moist, you may just have heavy growth of healing granulation tissue. If longer and dry, "cauliflower like" suggests genital wart, although location is atypica. Other skin growths can look similar. In this case, see a doctor for diagnosis and treatment advice, preferably a dermatologist. Good luck.
