Need to examine: It is not feasible to provide a meaningful opinion without examining you. Exfoliative cheilitis can be self-induced. If you are engaging in behaviour of obsessive-compulsive tendency to pick or chap the lips, stop that. Take multivitamins, incase it is due to vitamin B deficiency. Wish you good health!
