Congestive heart : failure can and does have many causes from untreated sustained high blood pressure, AMI, to cardiac arrhythmias including bradycardia from heart block and atrial fibrillation which can appear as an irregular bradycardia. Medications taken by the individual can also play a part in heart rate control. It is difficult to answer your question exactly without knowing the specifics of the individual.
