Depends on details: Generally, a person who feels her throat is closing up needs to call 911 for an ambulance. If the person is having a rapidly swelling tongue or throat, she may not make it to the ER in time. Usually, the fire department or paramedics can arrive faster, if they can find the person's location. If a person carries epinephrine for such reactions, she can self-inject and call for help right after that.
