No limits, but...: Circumcision is unnecessary if normal, adequate hygiene is done. Boys are born complete, finished, and perfectly fine (except for the few unlucky ones with birth defects). Circumcisions are done for religious and cultural reasons, but the procedure does permanently change the genitals, so parents should think about it and talk about it before doing anything to their normal little boys.

Any time: The procedure itself can be done at any age. In newborns it is simple, done under local & heals quickly. In older kids/adults it requires a different technique & general anesthesia. Recovery is prolonged & uncomfortable. My approach is you do it at birth or you let them decide as young adults to go through the procedure. It was the most requested elective surgery during my Navy years.
