Barefoot: is fine for now. If you like, comfortable soft booties will also suffice. Once walking fairly well then I would try proper shoes.

Relax: The normal range for independent walking includes ~9-15 mo. Kids who learn to walk barefoot have less falls than those placed in shoes. Let nature take care of baby.

Patience: Whether she wears shoes or not will not likely have an affect with when they begin walking. At 11 months it is not unusual for children to not yet be ambulating. As a physician, we usually do not become concerned unless they are not walking by 18 months. On a personal level, my children began walking about 14 months and are all doing great.
