Potentially: While certian studies in animals and osteoblasts (bone producing cells in the body involved in bone remodeling and healing after fractures) show mixed results on the negative impact of cold weather on healing, these studies emphasize prolonged exposure. I would recommend staying out of below 0 degree weather unless necessary (i.e. postop visits), as much as possible to optimize the healing process
