Depends: She may have fractured a bone in the toe and the blueness may be from blood in the tissue. It would be useful for her to get examined and may need a x-ray to look for fracture. If she is diabetic, it is doubly important that you consult a doctor.

Be seen: Well, to really know the full extent of the injury and to rule out a fracture, she would need to be seen; although it is fairly unlikely anything would need to be done.

Foot fracture: The hallmarks of a broken bone are swelling, pain, bruising, weight bearing issues. Is there numbness and tingling.
