Skin infection : Description matches a localized infection. It could be an early abscess. In any case you have to see a medical practitioner to get it tested with a swab culture, and treated with incision and drainage, and/or antibiotics. In the meantime put warm soaks or compress to help it get to a head. It can spontaneously drain.
