Its a saying: Crazy Legs is not a medical term but sometimes is used to describe restless leg syndrome RLS which refers to a usually uncomfortable urge to move ones legs, for instance when trying to sleep. You are describing spasms, in-coordination, or seizure activity caused by physical damage (usually trauma) to the brain, not RLS. Areas on each side of brain control muscles on the opposite side of the body.
